TOP TOPICS * Al-Qaeda leader Abu Musab Zarqawi seems to be getting a lot of much-deserved infamy these days (if only such things could have occurred two years ago when he arrived in Baghdad) in various media reports. I've taken the liberty of analyzing his strategy as well as his biography over on Regnum Crucis. As a result of his ample resume (over 200 dead in the last two weeks), the US has decided to double his bounty. * The recent bombing in Moscow is believed to be the work of Abu Walid, a Saudi national from the al-Ghamdi tribe who is related to 3 of the 9/11 hijackers. The involvement of Abu Walid and Chechen al-Qaeda leader Shamil Basayev in Chechnya is one of the reasons why Russian authorities are so adamant that the network is operating with if not in control of the Chechen rebellion. The Moscow bombings fits the MO of Basayev's Riyadus Salikhin suicide bombers and Georgian authorities received advance notice that the attack was going to take place from an informant in the nation's Chechen stronghold of the Pankisi Gorge. IRAQ BRIEFING * As has been previously noted, a letter from al-Qaeda leader Abu Musab Zarqawi is requesting permission from the organization's leadership to launch a sectarian campaign against Iraqi Shi'ites. One might due well to put this letter in the perspective of the recent reports of an assassination attempt on Iraqi Shi'ite leader Ayatollah Sistani. Should Sistani be killed, the Iranian-backed Muqtada Sadr and his Mahdi Army could easily rise to the position of being a preeminent force within the Iraqi Shi'ite community, thereby accomplishing both Iranian and al-Qaeda objectives with regards to ending the US reconstruction of Iraq. * Iraqi insurgents are now targeting intellectuals, police, police stations, army recruits, * The Agonist takes a look at the role of foreign fighters in the insurgency. The LA Times is registration-required, so here's a link to the affiliate paper version. The "Book" referenced in the article sounds like an updated version of The Afghan Guide to Jihad (also known as the Encyclopedia of Jihad), the al-Qaeda training manual that was largely written by Ali Mohammed, a former member of the US military who served as bin Laden's bodyguard for years. * Unfortunately, the situation in Fallujah appears to be getting worse, likely due in no small part to the fact that there's an al-Qaeda cell in town. The Art of Peace offers some thoughts as to the tribal dynamics of the situation. * Kofi Annan believes the UN team studying whether or not direct elections can be held is doing extremely well. This should hopefully work to ease tensions between the CPA and those Shi'ite leaders currently arguing for direct elections. * US military commanders in Operation Iraqi Freedom have testified that they believed that Iraq possessed WMDs at the time of the invasion. * Engineers in Baghdad are working to repair the al-Dora power plant, which supplies roughly 1/3 of the city's power supply. IRAN REPORTS * On the 25th anniversary of the Islamic Revolution that brought Khomeini to power, Iran's youth aren't buying into the reformist agenda, having endured little if any actual change under the rule of Khatami. * The Office of Islamic Propagation and VEVAK are are planning to import celebrants and voters in order to present the appearance of a monolithic body politic for the Revolution's 25th anniversary. As Joe noted to me via e-mail, Iran is rapidly transforming from a pseudo-democracy into a full-blown repression. * Looks like terrorism doesn't pay - Conoco-Philips has divested from its business in Iran and Syria as a result of both nations' support for terrorism. * 4 Iranian border guards have been released by US authorities after over 290 days in captivity in Iraq at the hands of the Marxist Mujahideen-e-Khalq, which kidnapped them from the city of Naft-Shahr. * According to the Iranian daily Hamshahri, all is not well for the victims of the Bam earthquake. USA HOMELAND SECURITY BRIEFING * The Washington Times is reporting that the Pakistani al-Qaeda affiliates Lashkar-e-Taiba (LeT) and Harakat ul-Ansar (likely Harkat ul-Jihad Islami, as the HuA has been defunct for 5 years and Pakistani organizations frequently change their names to avoid asset seizure) are training hundreds of "sleeper cells" in northern Pakistan and Azad Kashmir to send into the West to carry out terrorist attacks. This would seem to confirm earlier claims that the LeT is now serving the quasi-legitimate public face of bin Laden's International Islamic Front since al-Qaeda has been forced underground by the US war on terrorism. * LGF has some interesting claims about the Muslim Student Association and their ties to Islamic extremists. Nor does this appear to be the first time that the MSA has aired these kinds of radical views. * Accused al-Qaeda operative Mohammed Warsame is alleged to have taught martial arts, English, and weapons to al-Qaeda recruits in Afghanistan, according to the case against him. * The final three members of the Portland group of Taliban sympathizers have been sentenced, including Maher Hawash, a former Intel software engineer. THE WIDER WAR * Only 1,000 Taliban and al-Qaeda remain in Afghanistan, according to General James L. Jones, suggesting that the US is making progress in at the very least driving members of both groups into northern Pakistan. The Taliban, which are now funded mostly with opium, have clearly been weakened, though they can still carry out attacks. All the same, the Afghan drug trade seems to be taking its own toll on the nation's reconstruction. * Hezbollah and al-Qaeda are both up and running in the Triple Border area of Latin America, raising money and planning attacks. Ha'aretz (via Rantburg) suggests that Hamas is also active in region and Fred Pruitt sees this as an outgrowth of the Jerusalem Project. * US intelligence is telling Time Magazine that there is new intelligence suggesting that bin Laden both survived Tora Bora as well as narrowing him down to a certain sector the Afghan-Pakistan border. * NRO has an interesting biography of Sheikh Yousef al-Ayyeri, al-Qaeda's primary terror theoretician and until his death last summer the group's leader in the Arabian Peninsula. * The BBC seems to have discovered the link between al-Qaeda and the Algerian expatriate population in Europe, which Winds of Change covered quite awhile ago. The "unaligned mujahideen" referred to by the Beeb seem more or less to be al-Qaeda's cannon fodder, some of whom may not even be aware of who they are working for - see Aukai Collins's book My Jihad for more on who these people are. * Al-Qaeda is under heavy pressure from its leadership to carry out another mass casualty attack on the US. In my own assessment, I would argue (as Ridge believes) that the US flight cancellations thwarted such an attack. * The Ukrainian foreign ministry is denying media reports that al-Qaeda purchased nuclear weapons from the country in 1998. This rumor isn't a new one, incidentally, I remember Yousef Bodansky talking about it at least as early as 2001. * Russian FSB deputy director Ushakov has identified those nations or elements within them that are funding the Chechen insurgency. No surprise to anyone that Saudi Arabia is on the list ... * We try to end on a lighter note if possible. Such as this curious memo from the CPA ...
